Spanning 929,000 businesses and around half the nation's business vehicle parc, small fleets represent virtually all fleet operators in Australia. This year's report reveals a sector whose ambitions are being tested against rising costs, with a widening divide between micro-operators and their larger small fleet peers reshaping the market.
Small fleets enter 2026 focused firmly on the fundamentals, with reducing running costs and improving service delivery the defining priorities across the segment. Hybrid adoption is the electrification story of the year, with acquisition intent up sharply since 2024, while real-world EV outcomes are meeting or exceeding expectations for virtually all early adopters. Yet capability gaps persist: technology use remains concentrated in basic tracking, fewer than one in four small fleets hold a formal ANCAP purchasing policy, and reactive replacement still dominates vehicle acquisition. The report also examines meaningful shifts in the services market, including improving FMO perceptions, growing structured finance use, and the strengthening position of major banks in small fleet lending.
